Description:Ultimately, though, for Latinos to effectively use politics to routinely achieve their public policy needs, democratic institutions must be more responsive to their demands. These reform states also practice various forms of direct democracy, such as the initiative, referendum, and recall. Instead, I argue that changes in immigration law in the mids and the dramatic changes in the composition of the Latino population that followed created the foundation for a set of shared interests among Latinos of different origins and ancestries, giving rise to a Latino politics that can be distinguished from the politics of other demographic groups. Examining these results for the main Hispanic ethnic groups, the proportions who identified racially as white ranged from a low of 22 percent among Dominicans to a high of 84 percent among Cubans; the proportions who identified as black ranged from 1 percent or less among Mexicans, Salvadorans, Guatemalans, Colombians, Peruvians, and Ecuadorans, to a high of 8.
